Your Kickstarter is funded. Your product still isn't legal to ship.

A successful campaign proves demand, not market access. FCC and CE are legal requirements for anything with electronics or radios (Great Britain accepts CE or UKCA), and a customs hold or a marketplace takedown over missing paperwork is one of the most common reasons a funded hardware campaign misses its delivery date. Here's the actual checklist, current 2026 cost ranges, and when to start.

The non-negotiables

FCC (US) and CE (EU) are mandatory for any product containing electronics or radios — they are market-access law, not optional quality marks, and customs or a marketplace can hold a shipment without them. Great Britain accepts either CE or UKCA for these product types, so a correctly CE-marked product can be sold there without a separate UKCA mark. If your product uses Bluetooth or Wi-Fi, add Bluetooth SIG qualification and the relevant radio-specific testing on top of general EMC and safety work. Ships with a lithium battery: UN 38.3 transport testing is required for air and sea freight into every market, independent of any market-specific certification. RoHS and REACH substance restrictions apply across the EU regardless of product category, and are a documentation exercise most teams underestimate until a customs broker asks for the declaration.

What it actually costs in 2026

For a typical connected consumer device built around a pre-certified radio module, a realistic all-in budget across every market you ship to runs EUR 60,000-120,000 over a nine-month runway from design freeze to launch. Broken down: CE EMC and LVD testing costs EUR 10,000-20,000; RED Articles 3.1/3.2 (radio-equipment safety and EMC) EUR 20,000-40,000; RED 3.3 self-assessment EUR 5,000-15,000; and US FCC certification USD 12,000-30,000. If you use an already-certified Bluetooth module rather than a custom radio design, Bluetooth SIG qualification is a flat USD 8,000 licensing fee rather than a full test programme.

UKCA is optional for most electronics, but Great Britain has its own security rules

Great Britain continues to recognise CE marking for radio, EMC, low-voltage, RoHS, machinery and toy products — legislation came into force on 1 October 2024 to continue that recognition — so a product correctly CE marked for the EU can be sold in Great Britain without a separate UKCA mark. UKCA remains available if you prefer it. Medical devices and construction products are on their own separate timelines. The GB requirement that CE marking does not cover is security: consumer connectable products sold into the UK must meet the PSTI Act requirements, so plan that alongside CE rather than assuming the EU work covers it.

Batteries are their own project, twice over

IEC 62133-2 certification for a rechargeable lithium-ion battery pack costs USD 6,000-10,000 and takes 6-8 weeks. UL 1642 cell-level certification runs USD 15,000-20,000 over 10-12 weeks. Neither of these substitutes for UN 38.3 transport testing, which is a separate requirement before the battery can legally be shipped by air or sea at all — a product can be fully certified for sale in every target market and still be stuck at a freight forwarder because UN 38.3 was never done.

Start six to nine months out, not after the campaign closes

Certification testing should start once you have production-representative units from DVT (design validation testing) — pre-DVT prototypes are usually too unstable electrically to pass, and testing against units that don't match what ships is money spent twice. Lab testing itself takes 4-10 weeks per market, and running FCC, CE and Bluetooth SIG processes in parallel rather than sequentially is what keeps a 6-9 month runway realistic instead of aspirational. A campaign that funds today and plans to ship inside six months, for a product still in DVT, is setting a delivery date its own certification math can't support.
